Call for EoI for Detailed Study on Mapping of Risks and Opportunities and Development of Agroforestry-Based Business Models for Cooperatives

Background/Project Overview

Nepal is highly vulnerable to climate-induced floods, sedimentation, land degradation and related impacts on food security, livelihoods and ecosystem services. These impacts are particularly severe for marginalized and floodplain communities whose livelihoods depend on climate-sensitive land, water, agriculture, livestock and natural resources.

The Building Agroforestry-based Adaptation Plans for Resilient Floodplains (BAGAR) project is implemented in Marin Rural Municipality, Sindhuli District and Gadhimai Municipality, Rautahat District within the Bagmati River Basin in partnership with Heifer Project International Nepal (HPIN) and Forest Action Nepal (FAN). BAGAR seeks to co-develop ecosystem-based adaptation masterplans for the two floodplains that reduce climate-induced flood risks while improving food and fodder production, ecosystem services and resilient livelihood opportunities.

The project works across 16 wards-seven in Marin and nine in Gadhimai and emphasizes inclusive participation of women, Indigenous Peoples, Dalits, other vulnerable groups, community-based organizations, EbA forums, local governments and relevant market actors. Its interventions include stakeholder and vulnerability assessment, hydrological modelling and flood hazard mapping, floodplain land-use planning, municipal agroforestry guidelines and plans, scenario-based GIS analysis, promotion of native and flood-resilient fodder and tree species, capacity development of ward- and municipal-level EbA forums, feasibility assessment of agroforestry-based enterprises and advocacy for the integration and scaling of Ecosystem-based Adaptation (EbA).

This assignment will synthesize and interpret existing BAGAR evidence and planning products, identify and spatially prioritize risks and opportunities and translate the findings into practical intervention recommendations and viable enterprise options for cooperatives and/or private entrepreneurs.


Purpose and Objectives of the Assignment

The purpose of the assignment is to prepare an integrated risk and opportunity mapping study and an agroforestry enterprise development package for Marin Rural Municipality and Gadhimai Municipality. The outputs will support evidence-based BAGAR implementation, municipal planning, EbA governance, floodplain restoration, resilient food and fodder systems and livelihood diversification.

The overall objective is to provide decision-ready spatial, institutional, livelihood and market evidence for prioritizing BAGAR interventions and to develop at least six practical, pre-feasibility-level business models suitable for cooperatives and/or private entrepreneurs in the two project municipalities.


Eligibility Criteria

1. Legally registered eligible firm/consultancies, individual consultant or team authorized to provide consultancy services in Nepal.

2. Demonstrated experience in climate vulnerability and risk assessment, flood risk analysis, land-use planning, GIS mapping, agroforestry, floodplain or ecosystem restoration, stakeholder engagement or work with local governments and vulnerable communities.

3. Demonstrated experience in agribusiness or nature-based enterprise assessment, market and value-chain analysis, cooperative or private-enterprise business models and financial feasibility analysis.

4. Ability to deliver high-quality reports, maps, spatial datasets, business models, editable financial workbooks, presentations and focused stakeholder and market facilitation within the assignment timeline.


Proposal Submission Requirements

Interested applicants should submit the following documents as separate files within a single zipped folder:

1. Cover letter, technical proposal, financial proposal, firm or consultant profile, CVs of proposed team members, evidence of relevant assignments and legal registration, VAT/PAN and latest tax-clearance documents.

2. Applicants should provide at least one relevant sample or evidence of previous work involving business models, business plans, enterprise feasibility, value-chain analysis or financial modelling in addition to relevant climate, GIS, agroforestry or EbA experience.

3. Each document must be submitted as a separate file. The financial proposal must be password-protected and all files should be clearly labeled.

4. All separate files must be compiled and submitted together in one zipped folder (.zip or .rar) to the email address below.

5. The financial proposal password will be requested only from applicants who pass the technical review. Failure to provide the correct password when requested will result in rejection of the application.

6. The evaluation process will include initial screening, verification of basic compliance requirements, technical review, and financial review in accordance with SEN procurement policy and applicable compliance requirements.
