Stakeholder analysis workshops: Building Agroforestry-based Adaptation plans for Resilient floodplains (BAGAR) Project

The Small Earth Nepal (SEN) conducted stakeholder analysis workshops in two project locations – Gadhimai Municipality, Rautahat, on 21 May 2025, and Marin Rural Municipality, Sindhuli, on 23 May 2025, under the BAGAR project. BAGAR aims to reduce climate-induced flood risks and improve ecosystem services and livelihoods in the floodplains of these two municipalities. SEN is one of the technical partners of the project implemented by Heifer International Nepal and supported by the Global EbA Fund.

The workshops were jointly organized by Heifer International Nepal, SEN and the Forest Action Nepal (FAN). The primary objective of these workshops were to identify key stakeholders for this project, and formulate municipal-level Ecosystem-based Adaptation (EbA) forums to guide implementation plans.

At Gadhimai Municipality, the workshop brought together 16 stakeholders, including municipality representatives, ward chairs, and members from the community agriculture cooperatives. The workshop was chaired by the Chief Administrative Officer (CAO) of Gadhimai Municipality, Mr. Nagendra Yadav. Additionally, 6 Key Informant Interviews (KII) were conducted with the representatives from NGO, Local Government, Division Forest Office, and community based co-operatives and gathered necessary information further.

Similarly, at Marin Rural Municipality, the workshop gathered 21 stakeholders, representing the municipal government, Marin Division Federation of Community Forestry Users Nepal (FECOFUN), representatives from agriculture cooperatives and community members. The workshop was chaired by the Chairperson of Marin Rural Municipality, Mr. Bimarsha Moktan. Four KII were conducted and gathered further information necessary for the stakeholders analysis.

Both workshops were successful in identifying the relevant stakeholders and formation of municipal-level EbA forums in both municipalities. The project will closely engage them in the project implementation activities.
